What kind of charging are you getting? And can you also mention the battery temperature when fast charge is not working?

As far as I know when the phone reaches a certain threshold while charging, it stops the fast charge to protect battery health.

What does that mean?I didn't understand.
The voltage and frequency of alternating current (AC) electricity used in homes varies from country to country throughout the world. Typically, either 120-volt AC or 240-volt AC is used.

The voltage of your country or city in influence on how fast your cell phone charges in the indian version, here in Brazil we have both 220v and 110v. A lot of people had problems with the power adapter at 110v voltage, as it is weaker.

Here's a screenshot from Note 10s and Note 10 Pro.The Note 10s is charging at full and note 10 pro at it's half of the speed with the same 33 watt charger.

I had same problem with my note 10 pro. Purchased from mi store with extra 500 rupees for replacement warranty. I was getting Less than 2400 mA even at 10% charge. So i went to the shop and there it was charging at 4500-4800 ma and for that they refused to replace. Came back home to try other outlet but no luck. Then i unlocked bootloader and flashed Xiaomi eu rom. Now i get average 4500 mA upto 70% charge. And then 3000-3500 mA upto 90%. I'm still confused where's the problem

In the starting(till 15%) and in the ending(90-100%) the phone charging needs to be slow. This happens with any other phone. The charging speed also depends upon the temperature. The thermals kick in to prevent battery damage.Maybe you went to the store where it had an ac and thats why you got good charging speed(below 32°c).I have my bootloader unlocked too with twrp installed. Can you tell me what version of eu you are using?

The problem is with miui itself.Used any aosp rom yet? Incase you do.Please share charging stats here.I have been told charging works fine on aosp roms.

Update:After updating to global stock 12.5.8 today. The Charging Speed Has Significantly Increased To 4500 mA from previous 2800mA.
Seems like Xiaomi has fixed the issue but will probably test and post stats.
