Okay, the way this time is flashing the update, TWRP and then your described steps?Flash Magisk Uninstaller, then flash Magisk 17.3, then magisk manager, update magisk to v. 18 via magisk app and then it should work. At least in my case it works.
2.0.13 and 3.0.13 are basically the same.3.0.13 and well I was up dated from apkmirror in advance as well, and dirtied.
So you have 2.0.13 on your 9.0.3?2.0.13 and 3.0.13 are basically the same.

Maybe the update don't replaced the app because of incremental version number.
They are sorted by date. Pick the most recent:Hi, I plan on flashing 9.0.3 stable.

I've used pie control since I first got my OP6, installed all the OTA updates through TWRP and didn't experience any back issues until I recently updated to 9.0.2 and started having recent apps issues on Nova launcher(or any other 3rd party launcher)
Back in pie control still worked with nav gestures enabled.
Then I wiped all caches and starting to have a not functioning back button on pie control when nav gestures are enabled. So as it seems this is an accessibility issue and I've temporary fixed it by creating a back task in Tasker and using that task as back button in pie control. (which needs root)
I also downgraded the OOS launcher to version 3.0.2 (which is needed for the new style recents), this didn't help with the back button but seems to have fixed the recent apps bug.
It's a shame the updated OOs 9.0.2 has such issues.
