Well so I started logging into apps that I only use on occasion. Come to find out the problem this whole time was a chat app called BAND. The push notifications where coming through. I had turned off the preview chat and peek options so the messages where still arriving but I couldn't see them. I finally figured out in the app settings how to turn PUSH off. I tested it a few times and it stopped.
