Are all the ICS roms wither CM or AOKP based ?

And do any of them support TVout ?

or Do any of the ICS roms in general support tv out

TV out it's nothing you can really do so they just created an app for it but they all have it...

Technically, all the ics builds are AOSP based (Android Open Source Project). The AOKP builds and CM builds are all built from aosp with their own goodies.
