Do ROMs speed up slow devices?

Hi I have never rooted of used ROMs. My T710 from 2015 got very slow even after factory reset and cache wipe.

Do these ROMs make devices faster? It is obviously a problem of Samsung slowing it on purpose.

Which ROM is the best for speed?

All my devices run Lineage. Personally I would find a factory ROM file for your tablet that way you can restore it with ODIN if you want to. Then you don't have anything to lose. In my house we still have 4 Tab S2s (all T813s) in use, and they are all still very useable.
