Not possible, you can't downgrade bootloader versions. You could possibly root and flash a Oreo custom rom, if there are any.

Why would you want to downgrade to Oreo? As Pie is quite stable on the Note 8.
I have a problem in the storage of phone when I go to the file manager I see the storage augmented by 2 or 3 Gigabyte after few tests the phone gives me The message of the full memory. That's why I'm trying to downgrade I think The problem is in the soft

Have you tried backing up your device, Wiping The Cache Partition and performing a Hard Factory Reset?
