Just in case it helps others. First let me tell you: My bootloader is locked and I am not rooted. Ok, After playing a bit with MM i thought lets upgrade to N. So I flashed S233 "update".zip via stock recovery. Tried N for couple of days and did'nt like it (personal preference). N is a bit faster and smoother than MM. Only thing i liked was actual Night mode. Anyways. long story short, here is how i downgraded to MM and got my Network signal back(after losing it ;))
1. Things we need Minimal ADB, Lenovo drivers, and of course ROM S048 zip.
2. I extracted Minimal ADB and the rom in the same folder on pc.
3. Connected my phone to pc and booted in bootlader mode( by pressing volume down and power button together).
4.Opened a command prompt(CP) in the same folder of Minimal ADB and in the CP i wrote fastboot(SPACE)devices. It showed my P2 serial number.
5. Then minimizing the CP i went back to the ADB folder and double clicked " Flash" batch file. Waited for around 10 mints and and done.
6. Rebooted and after initialization screen everything was ok but there was no SIM signal. Did the whole flashing process again, but same result.Took out the SIM and connected to WIFI.
7. Got a system update notification(S062). Did the update ,reboot but still no signal(inserted the SIM again). Turned off and reboot got signal back on 2nd SIM only. Again reboot got signal on both SIMs, but could not make any call from SIM one.
8. Here I really got scared but still did not want to try those "erase modem" commands. So, went to recovery full wipe and format. Rebooted and got everything back.
Note: there is no TL;DR version. cause most of the times we learn the hard way.

No doubt it is easy when the bootloader is locked. People are having unrecoverable problems when it is unlocked.
It's worked for me, but i installed the Nougat update too, because under MM it was no signal. I have unlocked bootloader.
I did full wipe after every flashing/updating, and the SIM was not in the phone during the process.

Care to share how? Downgrade to 161111 and then upgrade to 170117?

@sawgent Edit: Found the OTA. http://phonedl.ota.lenovomm.com/dls/v6/P2a42_S048_161111_ROW_TO_P2a42_S062_170117_ROW_WC29E4CD37.zip

@Vis77: Can you describe in detail how you proceeded? Did you only use fastboot?
Was a long time ago, as I remember first flashed via fastboot the MM fastboot image, but I don't erased the modemst1 and modemst2 (i have no signal under M)
wipe
update with the updater to 170117
wipe
update to N with updater (i got signal)
wipe
update to the latest N
wipe
installing TWRP
change data to EXT4
rooting with magisk, used the echo "SYSTEMLESS=true" >> /data/.supersu command in recovery terminal
