The download button in edge panel settings doesn't do anything here. Perhaps related to some of the disabled bloat?

Feeds: Download takes me to the Galaxy Apps. Specifically the 'Edge Specials > Edge Feeds'
Panels: Dowloads takes me to 'Edge Specials > Edge Panels'
So you can just browse there manually if you want to grab something.

The edge panel download button started working as soon as I reenabled Samsung apps
