So guys I don't want this to remain unanswered I am going Nuts
Well..the extreme would be factory reset/load stock fast boot images and OTA up to 4.1.2. Other possibilities - is there a possibility that your Wi-Fi connection is not cooperating with the Xoom? Did you move/remove any system files after routing that may cause a problem? If I had a clear cut answer I'd give it to you. Try some Google searching - you may be surprised with your findings.

I also though that there is a problem with my WiFi I kept restarting the router and made my Xoom forget it and get it back again ..still no help ...and I have also spend a lot of time googling it

have you tried different browsers? Try Opera Mobile. Also go to market and and install an app that allows you to download any file like "Download All"

These may or may not work so try them first.

I Tried different browsers as I stated in the first post but I have never tried any download managers so I guess I will give it a shot

Try going into your file manager delete some unused files : cache, downloads, any folder you don't need delete. This has always worked for me and frees up a ton of memory. Simply cleaning download manager and cache in recovery doesn't free up space as the files are still there.

Thanks for trying to help but guys please read my first post ..I am on stock JB
The only reason for a download to be unsuccessful is a loss of connectivity... A timeout or inability to connect to the download server. That presumes the download starts but fails. If the download doesn't even start, that's a browser issue. The above also presumes you can download the files from other devices on your wifi.

Try going to another wifi hotspot. See if that makes any difference.

You didn't mention it, but I presume you have room left on your internal storage.

I was having the same issue with CM 10.1 a couple of weeks ago, stock browser would not download properly and over screen browser seemed tobe much better. Later nightlies seem to have resolved the issue so most likely ROM based. Try another ROM and see if it clears the problem.

Good luck and hope you sort it out.
