Solution to problems with downloading update/flashing update from web
Did you find a solution, it looks like we need to get a copy of the the chromesystembrowser.apk from someone. Did you fin it? I am having the same problem.

Here's what I was getting when I tried to flash the update in recovery while following the instructions in the OP…

And back to the recovery menu
This was before the OTA was available to me. I followed the instructions in the OP and had no clue why this wasn't working. Then I saw this guy's post:
If you are using Safestrap prior to the 9.1.41 OTA update, be sure you go into the Safestrap app, and click "Uninstall Recovery."
I had issues trying to install the OTA update - it would start the update and about a third of the way in it would stop and then I would get a "system update failed" message on the next boot up. I had done everything else recommended on this thread and other forums (e.g. used Voodoo to backup and temporarily unroot, unfroze the bloatware, reverted changed system files back to original condition, etc.) but it would still fail on me. After I uninstalled Safestrap's recovery, the OTA update worked and am now running Jelly Bean with root!
Hope this helps anyone with the issue I faced.
THE ISSUE IS SAFESTRAP. I tried uninstalling the recovery from the Safestrap app but that didn't help either. When the OTA became available for me to download, I kept getting a error when trying to download saying I didn't have enough disk space. That didn't make sense at all b/c I had like 26 GB free.
So I went back to the DROID RAZR UTILITY, performed the fast boot recovery and went back to the original stock conditions of the phone.
Then I downloaded and installed the 0.7.2 update (ICS) from Settings>About Phone>System Updates.
Then I rooted with the DROID RAZR UTILITY, went into SuperUser and made sure everything was up to date. (Idk why the OP says to update SU in the Play Store and to update the binaries in SU. For me it was all up to date already).
Then I installed Voodoo OTA Rootkeeper with the DROID RAZR UTILITY.
Then I downloaded the OTA (9.1.41) by going to Settings>About Phone>System Updates BUT I DID NOT INSTALL IT. YOU CAN NOT INSTALL THE UPDATE IF YOU ARE ROOTED.
Then I protected root and temporarily unrooted with Voodoo OTA Rootkeeper.
Then I went back to Settings>About Phone>System Updates and installed the update I had just downloaded.
Then I went back to Voodoo OTA Rootkeeper and restored root.
BOOM…I'm rooted on Jelly Bean with the OTA.
This all worked because I did not install Safestrap at all.
By now most people should have the OTA available so if you're having problems downloading or installing it try this and I hope it works for you.
It's basically following the steps in the OP but DO NOT INSTALL SAFESTRAP. You can install it after you update and restore root.
