The phone supports everything that it has the bands for on both sims. You can select which sim handles phone calls, messages, and data at any given time or both sims can be fully active and receive everything your provider puts out on the bands the phone supports.
As far as roms go you can install any F rom on an FD phone and it will work. The word is still out on whether you will lose multi sim support based on my reading. Both can use the same kernal and there are already people flashing both F roms and kernals on FD devices and it works. IMO wander down to development and read up if you want to know what is going on in development. Things move rapidly in the early days so you need to research to keep up, going with the conventional wisdom is going to give you yesterdays news which is a day late and often wrong.
