Hopefully you made a backup before installing,, otherwise try a format then reinstall of same or different rom dont forget the gapps if the rom requires them. If all else fails reflash a ruu and start with a clean slate!! Hth

Same problem here. Not sure what caused it but it happened after I took an OTA to android 9 and then flashed back to an older twrp backup of android 8. I think I've messed up my radio firmware. Perhaps you've done the same as re flashing doesn't help me either. I'd use an RUU to restore your phone if you can as I can't for my variant.
