Emulate Ouya on PC, it's possible?

you could try installing the Ouya Launcher on BlueStacks but it will fail detecting the controller.
Games should run fine, except for the lack of controller support so you have to stick with keyboard and mouse.
I'm still not sure how to get controller support working on bluestacks, either bluetooth or Xbox 360 controller.

I had already tried with Bluestack, but the OUYA launcher doesn't start

I came to another solution, boot the OUYA system directly from AVD, but to do that I needed the system.img of the OUYA system but it is nowhere to be found

And why dont you make a device in eclipse with 4.1.2 android sdk, and install framework and launcher apk from ouya odk? This is How developers try their apps before sideload to ouya.
