So I have been browsing thru the pixel 2 xl forums here on XDA and came across this article on how to enable call screen on pixel 2 xl:

I thought why don't I try it with my oneplus 3 and guess what? I succeeded. I have not yet tested it due to lack of Wi-Fi but I did get that option in dialer settings. So here we go:
1. Install a custom ROM and root your phone
1.5. I used RR pie and opengapps aroma package dated 20190122 and magisk 18.0. Make sure you install Google dialer
2. Update Google dialer and play services to latest version. I have posted my version in screenshots
3. Change your search language settings, search region, assisstant language and phone language to English(US).
4. Use a root file explorer of your choice(I use MiX) and navigate to /data/data/com.google.android.dailer/shared_prefs/dialer_phenotype_flags.xml and open the file
5. Change the values in all the lines in which you see the words "speak easy" in any form(two different words, separated by an underscore etc) from false to true. For reference, go to the thread that I mentioned above.
6. Force stop Google dialer
7. Profit
Once again I have not tested and cannot confirm that it will work. If possible someone please test it and post.
P.S I live in India and I got the option. So it appears to be not restricted to US only. Your milage may vary
