[ENABLE] Developer Options(Enable/disable ADB)

This is to try and cut down the enevitable thonds of times this question will be asked across this forum,

To enable developer options on the s4, it is similar to every other 4.2.2 device, just go to settings -> the more tab-> about device -> and spam tap "build number"

Go crazy.

This is required to be able to enable/disable animations and ADB
