Is USB debugging ticked in settings > Developer options?

Also what are you trying to flash? Adb doesn't do flashing...

You can't flash a boot img via adb shell or indeed the adb interface. To flash a boot.img you need to reboot into the bootloader (hboot), connect to pc and choose fastboot on the bootloader menu then type:
fastboot flash boot boot.img

You have locked bootloader... Thats the only reason I can come up with

When you go to bootloader.. If the top says "LOCKED"
You have locked bootloader
Flash a patched bootloader if you are soff (either revolutionary or juopunutbear)

For revolutionary hboot.. Check the end of first post of firmware thread by kohr-ah in sensation development section and download the "hboot from 1.29.0000 to 1.27.1100" file and flash it (just like fimware)

hello, i had installed on my htc sensation xe lollipop 5.1.1 by ivan ivanich and after some weeks i saw thatt new versions of lollipop 5.1.1 came out and i decided to install the new one. So after some steps i needed to wipe delvik cache, system... and last time it took 1 min until complete but this time i waited 10 minutes and it still was stucked so i unpluged battery and wanted to wipe it one more time and now it wrote cant mount cache, system. And i want now to reinstall recovery and it writes
C:\android-sdk\fastboot adb>fastboot erase recovery
erasing 'recovery'...
FAILED (remote: not allowed)
