I don't think so, most of other countries haven't any law about it so maybe that make jurisprudence.
Anyway even in India i'm not worried about that.
As for laws in other regions, why would you think anywhere else has to follow them? It's illegal to network unlock a carrier subsidised phone in the USA. Do you think that makes it illegal elsewhere? Most countries courts do not take foreign rulings into account with regards to jurisprudence and rather make rulings based on the evidence at hand and their own judgement.
You're wrong in this case and no amount of arguing to and fro will change that.
