fastboot oem get_identifier_token returns "<waiting for device>"

I am attempting to unlock my bootloader on my sprint HTC One a9, but I am completely unable to. i have the proper usb drivers and adb/fastboot. is there any way to force unlock the bootloader?

If you see the message <waiting for device> it could be for various reasons:

1.-HTC Fastboot drivers are not installed, outdated or corrupt.
2.-USB cable is not working correctly, or the USB port it's not working properly, it's recommended to not use USB 3.0 ports, or try with another cable.
3.-Check if your phone USB port is in good condition and working properly.

Properly follow the instructions from HTCDEV site. I got the same response when I tried to do that using WSL. But things worked out perfectly after I switched to a Linux-based OS (Linux Mint 19.1, in my case)
