Yes you can fast reboot, it reboots/refreshes only the UI and not the sustem I think. Just search an app allowing fast reboot

I think you confused fastboot with something else. P970 deson't have fastboot protocols. Read this.

although it's not a real reboot but it simulates a reboot.

Read my previous post. Fastboot is a protocol for flashing firmware. Fast reboot is something totally different.
