Do I have to install Ubuntu on my computer for S-OFF ?
No... just tell on this thread or other thread for s-off what os you computer have and ask for that version of juopuntbear

since you have 1.27 hboot version if you want to flash only rom then S-OFF is not necessary for you
and surely you have 3.32 or 3.33 firmware version(depending from your hboot version)

just post the output of the command
fastboot getvar all

remove imei and serial number

Could I use firmware 3.33 for a 3.32 ROM? I think I remember doing it before, but I just want to confirm. I'm going to go from ViperS 5.0 back to Virtuous Inquisition.
yes you can if you are on S-OFF
by the way you can flash Virtuous Inquisition without changing firmware(any ics or jb rom works with 3.32 and 3.33 firmware)

I've downloaded the 3.33 firmware several times but I get an error any time I flash it.. I haven't been able to flash it up to now. I have 4ext recovery latest version and smartflash enabled.. I'm S-ON but bootloader unlocked, hboot 1.29, I don't know if that's the problem

first you are on S-ON so you can't flash the 3.33 firmware because you don't have access to the firmware partition(S-ON)
secondly the 3.33 can't be flashed from 4ext only from bootloader

Even a wifi device kept in next room and phone has no high wifi signal but its connected though and internet works very slow. Does it have anything to do with the firmware? Any suggestions what to do about it?

You should reflash firmware again. I had this issue when went back from 1.29 to 1.27.1100. I think when we downgrade the hboot and radio something can go wrong while flashing.

in android software information it just takes the info from build.prop file
no need to worry about it

your exact firmware version is the one which shows from the command
