It should be possible, as it is possible on all xiaomi devices with same codename. Differences usually are China has newer modem, there might be some more optimizations for regional firmware that doesn't present in China firmware.

Sorry, not understanding the need to have to package MIUI ROMs separately and host them elsewhere for people to download.
I always go to https://c.mi.com/miuidownload/index and it has what I need for Mi 9 ROMs that I can flash in either TWRP or miflash. That has been my solution for as long as I own the device...
