But you mentioned that work profile can not be created i have govt tab
Check the twrp for tab a7 lite post
If you facing the work profile issue you need to root the tablet and remove knox from your device

If your bootloader is locked (Be sure) then perform a factory reset once, via stock recovery. That should solve your issue.
