I tried a lot of things, but none of the usual ways works on Android 9.

I am using poweramp beta with 24bit HD audio enabled.
Which removes all the hiss/distortions when playing music (only).

Try using Hi-Performance DAC Enabler, it detects headphone impendance and it fixed the problem for me
