I have found a alternate fix for lockscreen effect reset issue on reboot
Instruction :

download sqlite editor or any other app like that

Find setting storage
Open it
You will find setting.db open it
There you will find a value
"Lockscreen_ripple_effect" edit its value from 0 to 6

Where 0 is for none
1 is for ripple
2 is for light
Others I dont remember so try and tell me

And than reboot you will not lose lockscreen effect after that but if done by this method if you change it from settings again than it will again turn lockscreen effect to none (still working on fixing that)

Some of you may error no table found in settings.db,
download attached zip extract it and copy this settings.db file in
/data/data/com.android.settings.provider/databases
And replace it set permissions
Use root explorer to do this
