yahh.. i'm aware about that But i play game (real racing 3), everything works fine. although the cpu is only in 1036. this may be the result of a thermal daemon.

You have an Mi 4 right? I still dont get why that happens to you. Its like youre using the "low" battery profile, but you cant even use that on an Mi 4, its only for Mi 3, and i have some testers with an Mi 3 and they dont get this problem, i think that its something that youre doing, its like you activate the "battery saver" option, so thats why that happens. Just look at the things that you change or something, because its just so weird

Mi4w, no I don't use batery saver nor performance mode, and again I am on casiopeia 9.3 and it doesn't lock the core frequencies.
And I made clean fastboot flash of miui9 china beta, then installed twrp 3.1.1-0, installed latest xiaomi.eu beta, and that's it the last thing is which fix of yours should be used to have smoothest miui. 12.6 is excellent but for some minutes or hours... Then I always go back installing zip xiaomi.eu wipe cache and install casiopeia to be at some better level than on two cores.

Oh well, as i said before, just stay on cassiopeia if it works fine for you because i really dont know what else i can try, if i found something ill reply to you again but... As i said, i dont know what to do for now

At the moment my phone is on Oreo 8.0.0 Nitrogen OS, the cpu cores are excellent, kernel ZeurionX-V3.
Even better, flashed MIUI 9 searched and found ZeurionX-V4-r1, and is beautiful!

Edit: I changed from Nitrogen 8.0 to Miui back because I assume the zeurionx is the key, but on miui9 with ZeurionX-V4-r1 I stumbled on having 3 cores offline.

So no good again. What a nightmare

Oh well, you phone hates you. Literally there is no more reason to lock at that frequency, I just can tell you to stay on cassiopeia and never try the new versions. I don't know why that happens, I don't know if it's because you're doing something, but as I said, there is just no more reason to stay on that frequency, the only way to stick on that it's because you do it by yourself. Update Fizz v13.9.5

Finally update this post. This fix should be even more colder than the others. It wont use the highest frecuencies that much and will be better for the battery. Also added some optimizations to the scheduler.

Finally happened to me today, I think it because of the MIUI permissions. I don't know if it's because the "clear all" button or something or what, but if you want to fully enjoy the fixes you need to disable de permissions manager of MIUI, first you need to disable the MIUI optimizations, then go to the permissions area, then settings and disable the permissions manager. And you need to disable the MIUI battery manager too so... Go to setting>battery and performance>manage apps battery usage>chose apps>3 dots and turn off battery saver. That's it, it's the only way

Yesterday installed 7.11.2 with format data, memory optimization is default LOW installed latest 13.9.5 so far is good around 18 hours cpu monitor shows good values... I repeat Everything is on default, if something changes I will edit here.

After around 24 hours the cpu with installed fix was working great, but again without reason it restricted to 1036 MHz. Now just restarted with memory optimization Off - works good again.

Well, then i dont know, i have MIUI optimization off, 3 days and no more locks of the CPU.

Do you use the "clean all" on the recents screen? I dont use it that much because i found it kinda annoying but i noticed that i had those lock by using it a lot.

BTW as i said, just turn on and off the performance mode and will fix this. I even think that if you just turn it on and off this will never happen again
