ESN/MEID manipulation IS ILLEGAL (at least in the US). Messing with identification numbers is in general illegal, no matter what kind (be it VIN, IMEI, Social Security, etc etc)... Most identification numbers are there to identify a product/person from a different one. By doctoring said number, you are effectively interfering with the ability to properly identify said subject. For this particular case, it matters little if you are using a donor device or not... you simply cannot (or rather should not) modify the serial number of a handset. In fact, now that I think about it, I would much rather have someone use a donor device as you legally own both IMEI/MEID/ESN numbers, so the only person you might be hurting is yourself as you effectively need to decommission a device that you must have bought yourself. So, guessing the number and see if it sticks is like trying to purchase something online by guessing a valid credit card number and hoping it goes through.
