Flashing Lineage OS from twrp

I have been trying to flash lineage os on my nexus 7 2013 but cannot get my pc to recognize the device despite changing usb cables etc.

Is it possible to download the lineage os zip and gapps directly to the device hard drive, boot to twrp and then install?

If not, would this be possible with other roms? I am trying to repurpose the device as a head unit for my car.

Have you already installed TWRP if yes it is all your fault, before flashing, you need to send the lineageOS to your phone.
