Get it here: http://developer.android.com/sdk/index.html

Follow the instructions in this post: http://forum.xda-developers.com/nexus-6p/general/guides-how-to-guides-beginners-t3206928 under prerequisites for specifically what to install.
I got the OTA files from droid-life. I'm stock everything. Figured I could just go in to stock recovery and update via sdcard. However, when I try to, it just says unable to mount sdcard. I assume this is because of encryption possibly. But is there a way for me to flash the OTA without adb?

the zip that google posts is not a zip that can be flashed in recovery. those files have to be flashed via fastboot

For clarity, the OTA zip can be loaded via ADB Sideload mode with a PC. The factory image is flashed via fastboot, also with a PC. There is not a way that I know of to do either one without a PC.

i haven't seen a link to the OTA yet. would you lose data if sideloading the OTA?

Should not lose any data, no. Obviously there is a risk that it could have an error but that is the case with a standard OTA update as well. I'd say it's a low risk.

This is my first time going into stock recovery on my 6P, all of my experience before was with my Nexus 5. So forgive me if this is an obvious answer.

When I go into the bootloader, then go to recovery it just shows the little android guy with "no command." If I remember correctly the Nexus 5 went straight into options of which option you wanted to sideload. From ADB or storage and so on. Without having to do anything else before getting to those options after selecting recovery, right? I could be not remembering correctly.

Anyways from this point after selecting recovery for the 6P, what do I need to do to get to the 'sideload from adb' option? I tried clicking the volume and power buttons a couple different combinations to enter into a list of options to sideload but nothing happens except boating up eventually. Also yes I tried searching and also no Heisenberg's awesome guide does not mention anything about this. Seems as if it should go straight into these options from his instructions.

EDIT: someone answered else where. It was power button with volume up tap.

And to answer your first question. No, You don't remember it right.

Also with the Nexus 5, 4 and 10 you've to do that extra power+volume up step to enter the recovery.
