Navigate to Settings > Apps, and enable the option which lets you see all apps.
Then, you scroll down the alphabetical list to Google Services Framework, open it up and tap Clear Data and then Force Stop.
Then go back and check for an update by going to Settings > About > System Update.
It took me 3 or 4 tries to get it to show, but it works!
