Sheese. This almost seems a hardware issue, but can't see how disabling OEM UNLOCK causes a hardware issue.
I take it you also actually loaded the stock firmware when selecting repartition?
If you mean that I had to select "Re-Partition" before starting the stock ROM installation, I did it :/

I am having the exact same issue! Flashed the Linage weekly. On reboot got this same message. I am unable to get into recovery. I can only get into download mode. Any help would be appreciated.

I am having the exact same issue too! Flashed Lineage weekly. On reboot got the same message. I am unable to get into recovery too. Also, I can only get into download mode. I changed nothing in developer options settings. Looks to me, that there is an issue with the weekly lineage update. Is this possible? I do not know how to proceed. And of course, my data are not back-uped... :(

Samsung (Tab 2 9.7 SM-T813) and its potential FRP issue is very new to me (up to now I used Lineage with Motorola Smart Phones only) but with the last weekly Lineage update I am affected by this FRP lock too. Googling I see 'OEM unlock' mentioned a lot.

Now I'm wondering why this good Lineage Installation Guide ... (I can't link to it as I am a new XDA member)

wiki.lineageos.org_devices_gts210vewifi_install

... does not mention FRP or anything to be done or considered.

Any hints, explanations, links, guides are very welcome. Especially how to get rid of an active FRP lock...

There is only one solution (have also a look at the Samsung S2 Lineage thread), you have to flash the original Samsung Stock ROM to get back in play. I have done so.
Hopefully you made a Backup of your data.
