I was getting my Note 2 ready to sell and was quickly going through the wipes and accidentally did the wipe that wipes everything. Is there any way to get a ROM back on it?
Use Kies. Make sure it's updated (Kies, that is) and go to Tools > Firmware Upgrade and Initialization. I believe that should walk you through the process.

Alternatively, you can use the Back to Stock instructions on the following forum post:

That 2nd link has worked for me every time and puts it back to 4.1 like it just came out of the box.

One thing I should note with the Kies method is that you'll need the device model number (SGH-I317) and serial number. The former I provided there and the latter is located under the battery. Kies will push the software you need and the whole process takes around 15-20 minutes.

Back to stock using the last link takes me around 10 minutes now since I've had to do it 3 times due to janky flashes.
