G781U1 operator unlock?

Greetings, everybody.

I have S20 FE 5G /DS, originally it is USA operator locked snapdragon 781U.
Reflashed it into 781U1 (bootloader A, region XAA/XAA/XAA), expecting it to allow usage of other operator parts.
In fact - it allows to make a phone call for approx 1 min after factory reset finish, after that phone blocks SIM usage with security policies.
Tried to make payed unlock - zero result.
Tried to do NAND erase + repartition - zero result.

Cannot figure out why operator lock is not cleaned. The only place i can see some locking is fastboot screen (see below collapsed).

Any suggestions welcome. And two questions.

Q1. Is it possible to clean security policy by deleting/rewriting some partition?
Q2. Is it possible to kill Knox w/o unlocking bootloader (because of bootloader A)?

Do you know for a fact that it was unlocked by the original carrier? It might be blacklisted.

During payed unlock try - check was ordered, this phone formally is not blacklisted, but as that guy said - it acts like blacklisted. I cannot understand how can it be. Phone locks not at the moment of factory reset finish, butafter the moment of SIM being inserted.

About actions of original carrier regarding that phone - i'm not aware.
