Can I just install a new build without wiping my system and data partition?
Do I still have to wipe Dalvik and cache or is it useless?
Do I have to install Magist again or is it still present after the update?

I would assume that you used an outdated TWRP. The latest version is 3.2.3.0.I have the setup wizard boot problem, I resolved that by deleting the setup wizard apk via twrp. However non of the gapps work... Nor does the home button. The phone was wiped prior to install. Any ideas?

Have a bit of a mystery here. I dirty flashed the last build (02/2019) and my SIM got undected.
No bigie, I had a backup so I restore the system partition from my previous fonctional state...
but the sim is still undetected. What the **** happend ? should have I wiped something else ?
The problem's solved after a full restore...
Any thoughts ?

So here's the trick : made a full nandroid backup from my functional build.
Flashed the 02/2019 build, flashed addonSU from lineageOS official, flashed Xposed, flashed spookcity kernel
THEN restored everything but system (restored EFS, Cache, boot and data). reboot and BAM ! That's it, everything works back to normal.
If anyone has an expliaction though, I'm curious... is it a kernel issue ?
