Yep, but i have not made a final decision. There are S4 mini, s4 mini dual SIM and s4 mini LTE. Will it be a problem for ROM developing? For example S III LTE hasn't got many custom ROMs than classic S3

S4 mini is the 9190 model, Dual Sim is the 9192 model and LTE is the 9195 model.
If you look at the S4 Mini Android Development subforum, the only one being worked on for custom ROMs at the moment is the 9195 (LTE) model.
And only the 9192 and 9195 have achieved root.
So if I were you, I'd go straight for the LTE model (as I did).

As I know, i9195 root toolkit was successfully applied to i9190 according to our local forum (4pda). So I suppose there is a chance that even 9195 firmware could work without modification on 9190. Of course it is not right but difference is quite small so maybe Arco could adopt 9190 ROMs as well?

You should recommend whoever did it to create a thread here on xda-dev forums with the steps and maybe arco or any other developers here can help with creating a proper toolkit for the 9190 as arco doesn't have a 9190 device to mess with.

I want to get rid off these annoying Samsung and Google tools and have a clean "Base" Rom with only the System itself, Camera, Phone and "maybe" a Calendar App and weather App. But i fear that a stock Rom contains all the Crap like WatchTV, ChatOn, all the Google things etc.
I think of it like a Desktop PC. Install a clean System with nothing then the Basic funktions. All other i have to install by myself. So i have a Clean System with nothing more than what i need.

The stock rom contains all the Samsung bloatware which you wish to remove so flashing a stock rom will not help you.

As mentioned above, GS IV mini is full of Samsung&Google bloatware. You have two options: root the device and delete unneeded bloat in /system/app/ or cook yourself a lite version of a stock ROM with android kitchen (useful for future use). Currently GS IV mini is not supported in the kitchen, it needs some device definitions, etc.
Below I've added a list of /system/app/* from a 4.2.2 stock ROM, not branded.

I certainly am. My priorities have always been:
1) Raw processor speed;
2) No acidic AMOLED craziness (S4 Mini has a setting to switch the palette to more attractive TFT LCD-like)
3) Battery life
It excels in everything: the Snapdragon 400 is a 600 with 2 less cores (and a simpler GPU), but I don't need them that badly - PPSSPP runs super-smooth, check the PPSSPP youtube videos for S4 - the Mini has the same performance; being generally disgusted by eye-hurting AMOLED colors made for space aliens - I like the screen with TFT-like setting very much: my favorite old games look the same as they were on any PC monitors of old, but with perfectly dark black color; the battery should come as no surprise to anyone that got used to, say, owning a phone with 1500 MAh and is now evaluating the added 400 = the effect is exactly that he would expect of 1900 MAh (especially after following 1-2 tutorials on reducing the stand-by battery drain, which is the fault of TouchWIZ).
With said subjective bonuses you're getting a perfectly modern piece of gadgetry that still has some S4's selling points like the infra-red thingy, Smart Stay and S-voice, dialing the contact when you move your phone up to your head, plus the wonders of generic Android 4.2.2 and LTE / NFC if you choose the i9195 model.
Oh, and the screen glass (which in itself is a true Gorilla Glass) has oleophobic coating. I, for one, will never use any touchscreen smartphone without one - it is amazingly good. And the screen reacts to the touch almost as fast as an iPhone, if not exactly as fast (this may be the Samsung's feature, I am not sure since this is my first device of the brand).
Bottom line - it is a joy to use as a mobile phone, and it has raw power for years to come, but I wish it had sliding-out gamepad like my previous phone

Playing PSP games through PPSSPP on a daily basis and am getting a constant 97-103% speed in-game.
Bought myself a Battery Kit (which comes with a battery) because of my constant use throughout the day.
And also the Bluetooth functionality here is very reliable. Using a Logitech bluetooth keyboard for Android and all the keys work including Tab and the special function media buttons. Am using it simultaenously with a Stereo Bluetooth headset and there are no stutters on the audio and there is almost no lag on the keyboard as well - making it suitable to play with PPSSPP (the software allows you to map keys on a physical gamepad/keyboard).

That's good info on the phone. I was just wondering what users thought about a couple of features the phone doesn't have that I wish it did, as I am considering getting this one.
No USB OTG, and
No Notification light
The lack of USB OTG wouldn't bother me as much if you didn't have to remove the battery to take out the sdcard, but I may overlook this anyway. My current phone doesn't have it either, but I know I would find it useful. I currently transfer files to another device (not a PC) using a micro sd card reader.
I rely on my notification light all the time, but perhaps I just need to alter my behaviour to check my phone more often. I don't always carry my phone with me, so I often just look over to it for 3 seconds to see if it blinks, I know if it's an email or a message or a message through a social app by the colour.
So if you miss a call or get a message with this phone, does anything happen after it initially rings? Do the soft buttons at the bottom flash for example?

There some apps on the market that gifs a notification on the screen and there is a let on the back of the phone that can blink like the iphone

One of the galaxy s3 mini custom kernel devs created a BLN kernel (backlight notifications). It makes the menu and back keys light up when you get a notification etc.
