I won't and I'm done with Samsung. I'll not buy another phone in which the manufacturer locks down the bootloader and decides what applications we can and cannot have. And, unless and until others start doing the same and quit buying products that limit our ownership rights manufacturers and only going to continue pushing the envelope as to how much the can limit and restrict what we can and cannot do with OUR phones.

They lock them down because the providers don't want you messing with them, not so much Samsung's fault as it is the Verizon's, AT&T's, and the Sprints of the worlds, gotta get the unlocked versions from the manufacturer if it's important to you.
Back to the original question, I haven't seen any major upgrade that would make me want to change.
If I do it will be to an exynos. I've had enough of locked bootloaders
What ai race?I won't. Samsung seems falling behind in the AI race too and based on the leaks, there will be no significant improvement in the S9 this time. I will probably stay with the S8+ and wait for a unique phone.
