Yes...LTE never more.
The LTE delay is unfortunately completely logical when you realise that bluetooth only has to be tested once, whereas LTE firmware has to be tested by multiple carriers in different regions before they roll it out
Here in Australia its particularly laggy....

Thats not specific to Samsung, Ive had LTE versions from Fossil, Samsung, and Mobvoi. They are all slow to release LTE updates1
So i managed to get the update.
i) Disconnect the Watch using the app from wearable app
ii) Turn off bluetooth from watch
iii) Turn on wifi and connect to the wifi network
iv) Go to watch setting and check for update and then install it.
It worked fine as this way the update was not copied from phone to watch but downloaded on watch directly
