Not sure you know how these things work. When you install an app in the system partition and then it gets updated then it keeps the system version but then creates a separate version in the data partition that is the update. Therefore now you have 2 versions of the same app. It's better to just manually install these apps in the data partition and save the redundancy of having 2 versions of the same app using your space. (that's why when you disable a system app it asks if you want to uninstall the update before it disables the system version)
When Im trying to flash beans Gapps it said "You need an SDK version of 25 to proceed... your sdk version is . Gapps are not compatible"

What is the latest version? The OP seems to suggest the latest version is from July 2017 which looks to be bit old. Going to try beans gapps for the first time. where to download the latest version from?
The latest version is the one in the OP. There has not been an update since.
