Google have now fixed this. Just uninstall the program from your pc and redownload it from Google Music, the new version is working perfectly for me.

Its not working for me. Its the same in windows 7, windows 8 and ubuntu |

It's always worked for me in Ubuntu, well except for the fact that I had to delete my music folder from GMM and then repoint it at it every boot for it to start uploading again. The current version for windows works perfectly for me on XP Home, I had to completely uninstall the old version and then download the new version after logging in using tunnel bear.

I just used an app on my PC and N7 called Hotspot Shield VPN that fakes a US ip and it worked fine. I'm in Canada.
