Im sad cause my phone doesnt support the best games and will take 2 months till i can buy my N7
Get your Google account onto a friends tablet/phone that does support them. Buy them cheap and they will be waiting for you when you get your shiny new tablet :)

No you can't. It asks what device you would like to install the apps on upon purchase. Its probable a good thing, who wants lots of bad ratings because their device isn't supported? Especially when you shouldn't have bought it in the first place. :) What you can do is change your build.prop to make Google Play think you have a better more widely supported device, then buy your apps. :) I won't explain how because there are literally hundreds of tutorials on these forums explaining how.

Nope. And that's something Google needs to address.
Um, look at it from a developers point of view, people down voting your app because their phone isn't powerful enough to run your app/game. They have it right and should keep it how it is. ;)

No, seeing as some devs never update their compatibility list, MANY compatible devices are left out in the cold. Or what if I plan on getting a tegra 3 device in a month, and a tegra exclusive game goes on sale now? Why can't I buy it?

My point is Google should allow people to download incompatible apps. If you do a warning pops up "This device is listed as incompatible, download at your own risk". You are also barred from rating said app, positive or negative.

This can also be enhanced by extending the ridiculously short 15min return time.
