Google play services & apps disappeared on arrival.

Here is the rundown;

I have arrived to the Dominican Republic and suddenly everything Google has disappeared. Google play services are gone and so has my camera with many more paid apps. I cannot sign in into my Pixel XL and get support as everything has just disappeared and settings crashes Everytime I try the "can't sign in" option.

Is this due to a different region not being supported or an actual mobile malfunction?

My phone is a Canada based phone, Marlin from Bell.
