That would be cool, but no.. It doesn't. It's merely a secure method for providing credit card information to a PayPass terminal.

It then tracks the status of the payment / location / etc...

I'm sure it could... In fact I've already seen some apps that do most of what you're saying. Those apps require you to setup accounts for each of your friends and they basically initiate a wire transfer from you to them, I think..

NFC could be used to initiate the same thing I bet.

no but you can use pay-pall to transfer funds using a NFC Tap feature .. kinda like Android Beam
