Granted, having the phone apps seize up is not a desirable outcome, but strictly speaking, that's not the fault of the kernel. You can bring any kernel to it's knees with the right workload; so, operating one correctly boils down to figuring out what workloads are fine, and which ones are not. In my case, I was operating the CFS2 kernel outside it's optimal range of clock speeds with a specific govenor. An oops or panic would be a kernel issue - but that's not happening here.
