GPS working only on some apps & Signal only available in "Android GPS Provider"

I have this problem with Google Maps and Pokemon Go
When I log in to Pokemon Go and try to play I get a red bar stating "GPS signal not found" (see first screenshot)

However, as you can see in the statusbar ("pin logo"; teal arrow), gps should be working. My GPS works with other apps (Waze, Openstreetmap, generally any app that can be used offline with GPS). I tried the app GPSfix and it seems that google play services doesn't get a signal from my "Android GPS Provider" service. When I turn on network location discovery I get a really fuzzy big location (which is wrong) on both "Android Network Provider" and "Google Play Services" (see second screenshot).

Is there a way to tell Pokemon Go or Google Maps to directly use the "Android GPS Provider" GPS data or somehow fix Google Play Services? I already tried installing a custom apk from here:

I use a galaxy note 1 n7000 with slimsaber 4.4.4 rom from here
