GT-I9190 - Dialer Won't Call After Custom ROM

I was using Lineage 14.1 7.1 for my 9190 but dialer has stopped working. Dialer opens but when I call someone there is no interface popping up. And the same the other way, I can hear the phone ring but when I open the phone there is no interface and no log in past calls. Then I thought it might be because of the rom so I installed CM 12.1 5.1 but the issue keeps happening. How can I solve this. Thank you very much.
