How To Bypass google Setup?
For Android N/MM(ASOP,CM) Rom Have This Issue
So You Need To Follow This Steps Only

In TWRP
Wipe Whatever You Want(Dirty/Clean Wipe)
Install Rom Only(CM/Aosp)
Reboot

After First Boot
Go To Recovery
And Flash Gapps

That's what I did after I changed my password right before flashing a new ROM.
I didn't know that you have to wait 24 hours when you change your password before you can use your account on a new or factory reset ROM so I just clean flashed again it without Gapps and it was fine.
Or the correct procedure would be to just remove your Google account before clean flashing/resetting to avoid these problems.

Nevertheless this is good info to know.
