So I have been looking around for the a way to get the App pairing edge panel off the Note 8 on my S8 plus and ran into a free app called Split screen creator on the app store. Did my like the way it set till I started thinking maybe I can add those shortcuts to one of the panels and sure thing the Tasks Edge panel let's you add those shortcuts to it and here you go you have the same exact thing as long as the apps paired support multi window. I take no credit as the app is not mine at all I just did the homework and it works great no root needed or anything and I just thought I would share that with anyone who wants the same panel as me. Also once you're done adding the shortcuts to the Tasks Edge panel you can remove them from your home screen or any screen you have them on and they still work in the panel.
