Download GmsCore apk from here and I will also suggest to read it and thank the developer.

Go here and check if your ROM supports signature spoofing. If it does Camera app will work out of the box else you can try some methods mentioned there to make spoofing work.

Following ROMs have reported working.
1. CopperheadOS (just install gmscore.apk)
2.CrDroid (just install gmscore.apk)

I think you have to read your own signature !
