I tried the options above, i could enable the system ui setting from the notification panel. I got 2 options " do not disturb & other" there is no third option to show embedded battery percentage. There is an option button (3 dots) but that is to remove system ui option from settings. Looks like a bug in latest update in op3. I recently updated android to 7.1.1 and oxygenos version 4.1.3. There is no option attach screenshot from my phone here.
It was removed in android nougat. Not just you.

Enable developer options
Pull down status bar. in quick settings there is settings icon in top right. press and hold it for few seconds after releasing it you will see a toast notification that system ui tuner is been added in settings.
I have LineageOS 14.1 on my Honor 5X, followed your guide to get system ui several times, did not work. Also tried turning off Developer Options, reboot and turning it on, that did not work either. All I want is the percentage for the battery, inside the circle or outside it, doesn't matter. Can we get the old battery icon back instead of the circle?

In LineageOS you don't need system ui tuner.
And about battery icon, It should be in "Settings - StatusBar - Battery indicator"
