Thanks for putting out the complete steps.

Oxygen Updater shows me only the full update package of 4.41 GB for C65. I don't get any incremental update with this. Whereas the built-in System Update shows me the incremental update of 410 MB which I think is strange because I have Magisk 25.2 and it is working correctly.

Did you mean the full ROM to be downloaded at Step 3?

I also have the 'Stock backup does not exist' message like the other user. I searched for the stock boot image within my phone with a root explorer but am unable to find it. So I will go first with booting with the magisked boot image of C63 and then install Magisk as per OP. Then attempt the update to C65 again.

But after my question about Step 3 is clarified.

Update:
I booted C63 magisked boot and then used direct install to install Magisk again. Then the stock boot image was saved. Then I followed @mlord's steps above and downloaded the full C65 ROM (since I had the Stable (full) enabled in the Oxygen Updater). Installed the ROM and installed Magisk to the inactive slot and booted. Now I have C65 with root.

Also make sure that the name of the magisked boot image is correct.

Your folder location in the fastboot window has to be same folder where the boot image is located...

i did it. I managed to root my oneplus 9 pro. thank you!

The procedure that works has been partially described in a few places, but rarely spelled out in entirety. Here is what works for me and some others:

1. Find and install "OPLocalUpdate_For_Android12.apk". It will show up as "System Update" in the app drawer.
2. Install "Oxygen Updater" app from Google Play store.
3. Download the incremental OTA update using the "Oxygen Updater" app. DO NOT INSTALL it yet.
4. Quit from the "Oxygen Updater" app -- that app is not used from here onward.
5. Open "Magisk Manager" app, and click on "Uninstall Magisk", and from there "RESTORE IMAGES".
6. Open "System Update" app. Tap on the Gear Icon (top right) and select the downloaded OTA update file.
7. Install the update, but DO NOT REBOOT.
8. Now re-open "Magisk Manager" app. Tap on "Magisk ... Install", and "Install to Inactive Slot (After OTA)".
9. Reboot using "Magisk Manager", by tapping on the button that appears after install (lower right).

Enjoy.

Completely uninstall magisk then update. Then re-root with magisk.

I want to avoid that because getting boot.img on incremental is tricky. I prefer working around with the method, otherwise, it's just same method of getting boot.img, patch it, temp boot, direct install...

Then you can down the latest twrp img after updating, then using adb to boot to boatloader, then fastboot boot " name of twrp img" and once in twrp, install the magisk.apk it will do the rooting for you...reboot system and open magisk and it should show rooted.....
