Yes, it's a new file or a new method for modifying LTE CA combination.
OnePlus 3/3T doesn't support B7+B8 by default.
However, I found the LTE CA configuration file is stored in NV item#28874.

If you give wrong LTE CA rules, you will let your modem into crash loop.
In addition, you will find that you can't connect your mobile to QPST.
To solve this problem, you need restore system partition in TWRP.
(If you have the rmt_storage backup, you can only restore the rmt_storage with un-patched version.)

If you upgrade your mobile OS, you need follow the instructions to re-unlock bands.
The shortcut is directly patch oem_dycnvbk and oem_stanvbk partitions in your mobile.
After you patch these partitions, you will not lost unlocked LTE bands no matter what you upgrade your OS.
However it's too difficult for novice, and it's very dangerous.
Did you select "Clear forcings" in NSG?
You need select "Clear forcings" in NSG to clear old setting, after you modify NV items or EFS partition.
What files do you use? (EUNOIMEINEW.qcn + fbrx_eu.qcn or OP3TEU.qcn + fbrx_OP3TEU.qcn)
If it still not work, maybe B3 is not available in US model.
